The Honourable Fayval Williams, MP for the St. Andrew
Eastern constituency of Jamaica, is Minister of State
in the Ministry of Finance and the Public Service. In
the Jamaican system, a Minister of State is a Junior
Minister. Minister Williams has a Bachelor of Arts De-
gree (cum laude) in Economics from Harvard Univer-
sity in Cambridge, Massachusetts, and an MBA with a
concentration in Finance from the Wharton Business
School at the University of Pennsylvania.
Recently, Business View Magazine spoke with Minister
Williams. The following is an edited transcript of that
conversation:
BVM: Minister Williams, can you describe the primary
role of the Ministry of the Finance and Public Service?
Williams:
“The Ministry manages the financial affairs
of the country. It is responsible for putting together the
annual budget and giving periodic updates during the
year as to where things are and the outlook for the fu-
ture. In addition to the budget and all that goes with it,
